European Research Council was established by the European Commission to promote frontier research. The ERC started its activities in February 2007 under the Specific Programme "Ideas", which was part of FP7. Currently, it falls under Horizon 2020, as part of the Excellent Science pillar. The main aim of the ERC is to stimulate the development of scientific research at the highest level in Europe by supporting and motivating the best and most creative scientists, scholars and researchers. ERC does not support large consortia, but only specific individuals (individual principal investigator) with one project and their possible teams. Grants awarded by the European Research Council are transferable. The total budget allocated for the European Research Council for the years 2014-2020 is 13.1 billion euros.
